Vivid Red Dogwood benefits from a "less is more" trimming approach. It does not need pruning in its first year. After that, Cornus alba 'Sibirica' should be cut right back to approximately 4 inches from the ground. By pruning this much in February/March, before the buds appear, it encourages more brightly coloured shoots.  Alternatively, if that's too drastic for you, prune every other plant so you retain some height for the summer but achieve the good stem colour in winter.
